2026 World Cup Squad Rules
FIFA has updated squad regulations for the 2026 World Cup, continuing the expanded roster size first introduced at Qatar 2022.
Final Squad Size
• Each team selects a final squad of 23 to 26 players
• A minimum of 3 goalkeepers must be included
• The head coach chooses the exact number within this range
• All squad members must be registered with FIFA before the tournament begins
Preliminary Lists
• Teams submit a preliminary list of 35 to 55 players to FIFA before the final deadline
• This list is confidential and is not published
• The final squad must be selected from this preliminary list
• The preliminary list helps FIFA plan logistics and security
Injury Replacements
• If a player is injured before the tournament, they can be replaced up to 24 hours before the team's first match
• The replacement must come from the preliminary list
• A medical report confirming the injury must be submitted to FIFA
• After the tournament starts, no further replacements are permitted
Substitution Rules During Matches
• Teams can make 5 substitutions per match in regular time
• Substitutions can be made in a maximum of 3 stoppages (plus half-time) to prevent disruption
• In extra time, 1 additional substitution is permitted regardless of how many were used in regular time
• A concussion substitution does not count toward the limit
Matchday Squad
• From the registered squad, the coach selects a matchday squad for each game
• Players not in the matchday squad sit in the stands, not on the bench
• The matchday squad size is set at the registered squad size (up to 26)
